If I used one of the exploits to get into a forum administration page and make a back-up of the forums, is there anyway for me to access the forums on my personal computer without connceting to a website? I figure it would be easier to go through the secure part of the forums and get the information I need offline without somebody wondering about the new moderator.

Yes you can and its really simple.
If you are using windows then goto www.wampserver.com/en/ and download it. Install it and That will have all the tools you need. Then get phpbb and copy the files to your www root directory then delete the install and contrib dirs and upload the database through phpmyadmin which comes with Wamp.
