If you manage to secure somehow your network you dont have to pay so much attention on people who portscan your network ... If you do care though .. Report them to their ISP .. If you need any help on penetration testing you could ask it here in waraxe .. I am sure a lot of people here have experiense in that area and will help help you on that..
