Quick, basic question

I am new to using what I shall refer to as "scripts" provided on here, and so I would quickly like to ask a question.

That being - the scripts provided on this section relating to IPB - what does one do with the content of them? I inserted what was given into Notepad, and then saved it as a .exe. Upon opening it, I was given a cmd-esque box like thing, with a flashing cursor on it. I waited quite some time, but nothing happened, and the cursor remained flashing on its own. Does it usually take a long time, am I doing something wrong, or are there things I need to download?
