The problem with web based php or cgi proxy is that they more oft monitored than usually proxy servers. Admin investigate logs and check to see of someone has abused there web based proxy. Because they are responsible to hoster of the site and use a lot CPU. I'm still rather support of quality public available free proxy server list from the Proxy Server - ProxyBlind than any web based proxy. Good alternative could be TOR but everything is depended on your will to learn and of you are ready to open the door of the new world.
