I don't think you can (or atleast if their was a way it would be a flaw).

Having no experience with PhpBB, I'd assume the logic behind that would be the following:

Do a query checking the users last post time and checking if its within X TIME INTERVAL, if so - show error, otherwise proceed.

Which would mean the only way around that would be obviously waiting or alternating accounts.

wat Sad Sad . Iam veeeeeery bat at english and i was thinking about 10~ min how to write this thread name.
