ok well im kinda new to this and not 100% sure i have the right idea so please correct me if im wrong

Ok so im told that if i send this link to the victim via the forums pm system and they click on it, it steals their cookies, right? if not just ignore the next part 
So where exactly do i retrieve their cookies from? do i have to link it to an f2p server or what? im confused
