how do i go one level up using address bar?

i have a site where there are two folders in same level in server one is

C:/www/html/
C:/www/data/
html directory other one is data html directory is teh directory where the site is hosted. i want to go to the data directory using internet exploere is it possible.??

No, not directly. If this is possible, then it's directory traversal security hole.

There was lot of fun with M$ IIS double decoding traversal exploit some years ago:

Right now, year 2008, Apache, IIS and other major web servers do not contain any known directory traversal possibilities ...
