Basically there is no way of chosing your IP or hiding it online. It is impossible. However, saying this you can use a proxy to hide your IP. Basically a proxy is a piece of software that sits on a computer in some foreign country (iraq for example). Basically, if you request "http://www.google.com" from the proxy, the proxy connects to google for you and download the page for you from *its* IP address.
