This is the simple rule: If the loader can see the source, you can see it too. The name of the loader doesn't matter. Whether it is 'eval(base64' or IonCube it is decodable. Some loaders obfuscate the PHP code (replace the variable names with garbage), but for someone who wants to study the logic of the code, obfuscating is useless too.
