Can anybody decode this and tell what encoding technique is used here?

got the decoded msg but could not understand the encoding method

Well it appears to be simple URL encoding. Basically, you take the hexadecimal representation of a charecter, for example the space charecter is 20. Prefix each hex character with a "%" symbol to get the final output.

In your case, the encoding may be slightly different, because there are 4 charecters prefixed by the "%"... anybody else shed any more light on the problem?
