No, not directly. If this is possible, then it's directory traversal security hole. There was lot of fun with M$ IIS double decoding traversal exploit some years ago: http://www.networksecurityarchive.org/html/FullDisclosure/2002-07/msg00009.html Right now, year 2008, Apache, IIS and other major web servers do not contain any known directory traversal possibilities ...
