Install Tor and proxy firewall.

Go to open proxies -> Add proxies -> Ip adress = 127.0.0.1 Port = 9050
Socks

Go to Rules add program ( IE, perl etc..) choose use proxy, single proxy,open proxies SOCKS. Test it so it works go to http://www.whatismyip.com or http://uniqueinternetservices.com

I think that you did forget to mention Privoxy and its better to use combo of TOR+Privoxy.
Then simple check this page http://tor.eff.org/docs/tor-doc-web.html.en to see how to configure it.
To test your ip address and see your country with other informations that your browser possible spill try Ip Address Location or as alternative ProxyServerPrivacy with their Proxy Server Detection tool.
